Let me preface by saying I totally understand the effect you were going for when you blurred everything but the wire. That said, something, and I don't know what or why, makes the way it's blurred on this particular photo very disconcerting. I think thats what other comments have meant when they say it's weird. I literally feel almost dizzy looking at the background. Like my brain wants to focus on the building but can't. The more I look at it, it really has a very 3D quality. I think the abruptness of the transition from focus, how the blur might have a slight horizontal shift towards the back, all contribute to this really eerie quality. Did you vignette the sky? Now, don't get me wrong, I think it's brilliant.
It's a bizarre and lovely photo at the same time. I have seen tons of other photos with this same technique, but this one just seems to really have a life of it's own to it. What seemed like a bad choice at first glance- has kinda awed me the more and more I look at it.
